Committee charter

The standing-committee terms-of-reference document — typically for the audit, risk, governance, and remuneration committees of a registered club's board. The charter sets membership, quorum, meeting cadence, decision authority, and reporting back to the board. Referenced from board reports and reviewed annually under the constitution's governance cycle. Inspectors and counsel use the charter to test whether decisions claimed to have been made were made at the right authority level.
