What is the Venue Axis Regulatory Horizon?

A working snapshot of the regulatory obligations that apply to Australian gaming venues — what's operative today, what's landing in the next 12-18 months, and what to watch from international regulators. The document is organised into four sections: Active (operative obligations), Imminent (changes landing soon), Monitor (Australian developments worth tracking), and International (overseas regulators whose moves Australian regulators watch).

Why publish a regulatory horizon document?

Because Australian gaming-venue compliance officers are being asked to track multiple regulators (AUSTRAC, L&GNSW, OAIC, ASIC) plus international precedents (UK Gambling Commission, Macau DICJ, Nevada GCB), and the public synthesis of what's active vs imminent vs monitor-only is hard to assemble. The horizon document does that work in one place, with sources cited, and updates on every material movement.

How often is it updated?

The document is versioned and re-published whenever a regulatory movement materially changes the picture — typically every 1-3 months. Each version carries a date stamp and the prior version is archived. The current version is published as a free PDF download.

What does the 2024 AML/CTF Amendment Act change?

The Anti-Money Laundering and Counter-Terrorism Financing Amendment Act 2024 (operative 31 March 2026 for the most material changes) sharpens the documentation, oversight, and independent-evaluation expectations on AML/CTF programs. For clubs already in scope, the reforms raise the bar for how reporting entities document and operate their programs (a single unified AML/CTF program — risk assessment plus AML/CTF policies — under Act Part 1A, and AML/CTF Rules 2025 in place of the Rules 2007). Venues that fall within the AML/CTF Act s 233K exemption (broadly, group operates no more than 15 gaming machines and only provides the gaming-machine designated services listed in s 233K) may remain outside those obligations if the exemption's conditions are met.
